Smarter backlinks in edit mode

As discussed, there are now additional links in the default skin when
editing pages. These vary somewhat depending on whether the page is new
or whether it exists. For various reasons I have added a bold "New page"
text to the quickbar when creating a new page, this text is "newpage" in
Language.php, a German translation is provided.

You can't unless you use CVS. I don't have shell access so I can't update
any of the live sites. Yes, a talk page is included.
