Since the scholarships haven't been announced yet, is it possible to
get assurance that the registration fee will be refunded if we're not
awarded a scholarship? Some of us, including myself, are waiting on
scholarship notification to find out if we can go, and don't have the
money to burn on non-refundable registration.

That policy only states "You may change your reservations, including
changing dates and accommodations at no cost (except the handling
charge fee)."

It is not clear as to whether we can cancel our reservations and
receive a refund, or how much the "handling charge fee" might be. Can
someone clearly and unequivocally answer those questions, point me to
the answers, or update the policy page to answer them?

if you carried on reading you would have seen "Final
modification/cancellation date for registration and/or accommodation is 7th
July 2008" yup cancellation details. im guessing that the handling fee
would be paypal fees/bank fees.

Yes. You will be refunded if you are not taken into consideration for
a scholarship.

However, if I am not mistaken, you can register today, and pay
tomorrow at the price of today, so you can probably delay the payment
until you've received notice of your scholarship.

For the record, this is only valid for people with pending scholarship
accceptance, other people will need to pay within reasonable time of
their early bird registration (2/3 days) to see their registration
confirmed at early bird price.
