It seems that it returns the right content now (12:50 UTC)...

Hi all,

the form's still down and I'm trying to get it fixed as soon as
possible (hopefully, today, soon!); in the meantime please email your
applications to wikimedia-scholarships at wikimedia.org. The application
form's here:
http://wikimania2007.wikimedia.org/wiki/Scholarships/application

I'll make a note on the page and relink it when it's working. I'm
terribly sorry about all the confusion :(
