What is the best (easiest) way to make it so that you can insert a
piece of hard-coded HTML? New special page? A locked template? A
flying saucer? Enlighten me, please.

You can add an extension tag, which can be relatively simple (returning
a single hardcoded HTML fragment) or more complex if you prefer. See:
