#1795: Man page issues in 4.1

I've been skimming through the docs while working on a vmod and found the
following issues:
varnish-cli(7) doesn't mention vcl.state. Other places documenting
vcl.state always show the temperature param as optional [auto|warm|cold]
instead of a mandatory notation like maybe <auto|warm|cold>.
The copyright notice is not dated or missing in varnish-counters(7),
vmod_directors(3), vmod_std(3), vsl(7), vsl-query(7). YMMV
This is not comprehensive, just what I found at pseudo-random.
