Had the permissions on my subversion repo messed up somehow.. Anyway it
pretty much froze certain features of trac..
My idea, some sort of failure code built into tracs subversion checks
that 1. prevent these freezups 2. Returns a error and emails a notify
message to the admin so it can be fixed promptly
