SRS and local domains
When NO_SRS_FROM_LOCAL is defined, then mail from local domains (Cw) is
never SRS encoded. Currently, when NO_SRS_FROM_LOCAL is not defined,
then mail from local domains is SRS encoded except to hosts listed
in NO_SRS_FILE.

However, I think that if NO_SRS_FROM_LOCAL is not defined, then
mail from local domains should *always* be SRS encoded, even to
hosts in the NO_SRS_FILE. That way, I do not unnecessarily encode
mail I am just relaying as a secondary MX, but I do not have to whitelist
the hosts I am providing secondary MX service for.

Does anyone see any problem with that? I think I might even be able
to make the necessary sendmail.cf changes via m4 based on my crash course
in the subject.
