I'm currently doing a survey of exactly this at http://spf-all.com. I
used the "top 500" list from Alexa but it would be up to you to decide
what you consider to be a "major website domain".

one million FAIL-domains out of 25 millions
*tested*, domains, or is it for 25 millions
with SPF policies, but no "-all" at the end ?

The 25 million is the total number of tested domains. I don't currently
keep track of how many domains publish any SPF policy at all, but I
probably should go back and do that. It would be interesting to know
overall SPF adoption numbers, regardless of policy.

Yes, domains without MX (first approximation) or more
precisely with neither MX nor an SMTP server at their
IPs could ignore spam / forgery / backscatter issues.

Maybe limit it to "have MX" and/or "have SPF" if you
want to get rid of "irrelevant" (wrt SMTP) domains.

Yes, that would be very useful.

An SPF pass for a trusted domain can be used to avoid spam filtering, so
even these records are worth checking for, but only if a large number of
domains have them. 4% is pretty good, but I'd guess that there must be more
than 10% out there if 4% actually use -all.
