I committed a draft of t/README. I figured that for a new readme file it made
more sense to treat it as if we were in CTR mode in order to get a draft up
there that the rest of you could edit if you want, wiki style. Slap my hand if I
was wrong about that and I'll be more conservative about the procedure in the
future.

ok, added a little bit more doco on TEST_VERBOSE. ;)

re: CTR -- yep, it's documentation, so CTR is fine; closing this bug, as we've
now done the lot.
