oops. that test should be skipped on windows -- flock won't work there (and is
documented as such).

I think we need some documentation to note that as well as some error
code in Flock that produces a better error message.

patch to disable test when run under Windows

Shall we open another bug for Daniel's issues about a better error message or
documentation. This patch fixes the test under Windows by skipping it. Is this
enough to move this to review?
