How does arch work with respect to distributed trees? Eg, is it like
the bitkeeper model where you can pull and push changes between
distributed trees?

Indeed, bitkeeper is another option. Its free for use for free
projects.

_Please_ don't. Rather use a GPL product alive and ask the maintainers to
implement what you need and think is missing ...
