The configuration in question is as follows:
ip route 192.168.0.0/24 10.0.0.2
ip route 192.168.1.0/24 10.0.0.2
ip route 192.168.2.0/24 10.0.0.2
ip route 192.168.3.0/24 10.0.0.2
ip route 192.168.4.0/24 10.0.0.2
ip route 192.168.5.0/24 10.0.0.2
ip route 192.168.6.0/24 10.0.0.2
ip route 192.168.7.0/24 10.0.0.2
ip route 192.168.8.0/24 10.0.0.2
ip route 192.168.9.0/24 10.0.0.2
At the time zebra starts the nexthop 10.0.0.2 isn't reachable, hence the routes
are naturally inactive:
S 192.168.0.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.1.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.2.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.3.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.4.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.5.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.6.0/24 [1/0] via 10.0.0.2 inactive
S 192.168.7.0/24 [1/0] via 10.0.0.2 inactive

After that we configure an interface with 10.0.0.1/30 IP address. This new
connected route gets learned, but 10 static routes still remain inactive.
The sequence has been repeated on a Linux box and resulted in a proper behaviour:
