fixing patch

The attached patch consists of the following changes:
1. Fixed kernel_rtm_ipv4() to call rtm_write() only when really needed and to
treat NEXTHOP_FLAG_FIB properly.
2. More verbose and detailed RIB debugging output.
3. nexthop_active_update() was rewritten into something more readable.

patch 1/2 for release 0.99.8

The new patch includes only the fix itself, which has been diffed against the
0.99.8 release. Other changes are going to be submitted against the CVS HEAD
with the fixing patch merged.
