.qmail file
I'd like to place a .qmail file in a user's home directory that will
forward a copy of any received messages to him at another machine,
but I'd also like to save a copy for his later retrieval via
popmail.

Any ideas without setting up a second account for him?

How 'bout:

user@other.address.com
./Mailbox

That would do it.
