Kind of. If you search freshmeat for 'Opensched' you will find a
text-based toolkit for project schedules, resources, and Gantt charts. It
generates Latex output.
It currently has no gui. I'm fixing that. It will soon (couple of weeks)
have a Python gui based on the Fast-Light-Toolkit (
http://fltk.netpedia.net).
