My Philly circuits appear to be coming back up.

I'm on the phone with Xo now. There systems are so jammed up, they
can't even create my ticket - computer locks up, I've been on hold for
30 minutes just waiting for the ticket number to be created so I can
reference later for credit.

From NANOG:

XO began advertising way too many prefixes, a few hours ago. Most likely tripping most of their peers max-prefix limits. Filters are your friends.

From NANOG again:

Looks like XO has stopped advertising its peer's prefixes. Sessions coming back up and stable.

They are hanging up on people. too many calling.

looks like this is calming down and should resolve in the near future.
