RIRs amenable to extra-regional use
Jumping back into the time machine one more, um time. Back in the day
the CW was that RIPE NCC was Ok with you requesting an allocation that
would be used in other regions in addition to theirs (think large
multinational corporations) assuming that you could justify the block;
but that other RIRs required you to use the space strictly within their
regions.

Is this still the case? Has RIPE NCC tightened up on this, or are other
RIRs more flexible nowadays?

Each region has always had independent policy on this issue, and most regions have swung back and forth a few times. Generally speaking, none of them are too hardass about it, because they all have large multinational members, who are active in policymaking.

One compromise that held sway in the ARIN region for a long time was that you could use your space anywhere, but you could only use space deployed in-region as justification for additional allocations. But they didn’t care where you’d gotten that space. Which is a reasonable compromise. It kept speculators from other regions from coming in, snapping up space, using it all elsewhere, and coming back for more.

I am not sure this answers OP's question. ALTDB is (one of many) IRR
databases, they are not in a position to allocate IP resources.
