Add a GetTimeZone method to the Myth Service.
Allow clients to check the backend time zone with:
http://<hostname>:6544/Myth/GetTimeZone
This can be used by clients such as MythWeb (and, eventually,
mythfrontend), instead of using MythProto to do the check.
