There are quite a few on the market. I use "WebCable Plus" manufactured
by "AITech" (http://www.aitech.com/).

You are correct with regards to the TV-out settings. There is no need
to worry about configuring the TV out settings. You just have to
configure X to work at one of the resultions supported by the device
(the WebCable Plus supports 640x480, 800x600, and 1024x7680). It
handles the conversion to the NTSC (or PAL signal) automatically.
