web setup: Channel delete changes, ui improvement

- Require scheduler disable before channels can be deleted
- Make channel updates in setup require scheduler
disable.
- Channel updates in dashboard will not allow deletes.
- Change setup to tabbed scrollable view, for better presentation on
small windows.
