Add RecPriority to Channel APIs

Added RecPriority to the following Service APIs
Channel/AddDBChannel
Channel/UpdateDBChannel
Added RecPriority to the return data of the following APIs
Channel/GetChannelInfo
Channel/GetChannelInfoList

Note that in order to see the value of RecPriority and many
other values in GetChannelInfoList, Details=1 must be
specified in the request.

Fixes #714
