Fix version number in perl bindings. Third time's a charm?

1) Configure now creates Makefile.PL from Makefile.PL.in, substituting
in the version number.

2) Use the ExtUtils::MakeMaker PM_FILTER facility to substitute the
version number into the MythTV.pm file.
