finding a key by email on pgp.net?
Is this possible?

I know I can get keys and addresses by key-id, and that gpg does that
automatidally, but what if I want to encrypt to somebody who I know has
a public key on pgp.net, who's key is likely signed by somebody I trust,
but who's key id or public key I don't know? Do I have to get him to
email me his key, then check pgp.net for confirmation that it's his?

You can search for the person on the key server using his name or
address. Then when you download the key, it will have the signature of
the person you trust. You don't need the key id to get the key from the
key server.
