manualroute router
Something (perhaps confusion) happened with my setup. Exim-4.97.

I have this router:

```
smart_host_route:
driver = manualroute
# domains = !+local_domains
# domains = wash.men
transport = remote_smtp_DK
route_data = gw.some.domain.name
same_domain_copy_routing
no_verify
no_more
```
I was using it to let mail flow because Gmail is refusing to accept mail
from the host.
What surprised me is that without giving it a list of domains to route, it
is routing ALL domains.

I have tried looking at
https://www.exim.org/exim-html-current/doc/html/spec_html/ch-the_manualroute_router.html
and I failed to see if this is expected.

Conditions on a router tell it when not to run. If you don't
provide any restriction, it will always run.
