This should be marked as bug not wishlist.

$message_linecount is not updated properly.

It's impossible to implement W= maildir tag without this as reported already:

(use_crlf could help but here it corrupted some outlook emails)

From exim documentation:

"Before delivery happens (that is, before filters, routers, and transports
run) the count is increased to include the _Received:_ header line
that Exim standardly adds, and also any other header lines that
are added by ACLs. "

So it's clearly a bug. Changing.
