This problem should have been brought to the attention of the exim-users list
before being submitted as a bug.
Please follow the directions on http://wiki.exim.org/DKIM
You need to install the DKIM library, and configure the Local/Makefile as to
where it is located before attempting to compile in DKIM support.
The library is available from
http://duncanthrax.net/exim-experimental/libdkim-1.0.16-tk.tar.gz . It has been
modified to work with Exim.
