Most likely it's just taking a long time to look up the relevant DNS records -
an "MX" lookup for the domain in question, then an "A" (or maybe "ANY") lookup
for each MX thus found.

I just tried this with the "mx" command (from the Ubuntu "host" package), and
the lookups are very slow. This would make exim appear to hang.

Yes, Dave is right.

The mistake is that you should not do strict anti-spam checks on connections
from fetchmail.

For connections from a normal SMTP sender, Exim and/or the sender will
eventually time out and Exim will log the loss of the connection.
