This may have been fixed as part of bug 3061 (which was also in this area).
However, I'm unclear if the message described in this bug was logged as
accepted (a "<=" log line) and, if so, what later log lines there were for
the message.

In testing with 4.95 that To: header, messages are accepted and delivered
normally,
with the header intact. With current git HEAD, the same with an added log
warning line.

If you want to reject such messages, a "require verify = header_syntax" in the
data
ACL will do.

Lacking evidence of failure to deliver, closing.
