ISDN Cause code 82FF

I'm trying to place a 64k long distance ISDN call which is failing -
what is "Interworking, unspecified" telling me... I'm not getting it...

Hi!

It seems, that something is wrong with your dialing number.

Either yo have to dial a pre string, in order to make an external call,
something like 0 , or you dial number is wrong.
For examble, If you try to call 0431 / 112233 and your router is
connected behind a PBX. Your PBX is configured so, that everything,
which begins with 09 is an external call. In this examble, the
router dial string would be 090431112233 or International
090049431112233
