Can't see newly created elements in new template dialog

So, I may be missing something from the docs, but why wouldn't a newly
created element show up as an option in the "Element Type" menu when
creating a new template? The element is in the same group as all the
others for this site/output channel ("Default Elements"), I just don't
see it in the list.

Do you need to do something magical to make an element show up in the
new template screen? We've recently tweaked some of our permissions,
but I'm a global admin, so I don't know if that could impact what I see.
