Some subelements in trunk aren't toggling correctly.
When I click them, the page jumps to the top;
the subelement does toggle open/closed.
My colleague who is probably using IE
reported that some subelements are not opening at all.
I made one fix just now (revision 8508)
but it still isn't working.
I noticed that there are embedded <fieldset> elements:
