Keywords are not currently versioned with stories, and probably should be.
Let's say a template is taking all the keywords in a story and passing them off to a utility template to generate keyword "covers". The template also might want to access the keywords from the last published version of the story to make sure none have changed.
There may be other implications to this change that I haven't considered.
