I'm done mucking with the voting rules and guidelines. Mostly
what I did was prettify it, explicate some of the unsaid details,
and add descriptions of our non-patch voting procedures as well.

If there are no objections, I'll move it to voting.html and create
a link from index.html tomorrow.
It may take us a while to get used to the details, but I think this
will help smooth the process and let us concentrate on the product.
It will also make it much easier to eventually automate the patch-upload
and vote coordination processes.
