ScriptInterpreterSource registry won't work!

In my Windows ScriptInterpreterSource registry won't work. It works in 1.3.xx
but it doesn't work in 2.0.35.
If I change the shebang line it works even if ScriptInterpreterSource registry
is turned on. So I think Apache 2.0.35 ignores ScriptInterpreterSource
registry!
My browser says:

Server error!

Error message:
couldn't create child process: 22503: C:/XX/XXXXXX/XXXXXXX/cgi-bin/edit/edit.pl
