httpd not obeying sysconfdir

Currently, httpd-2.0 is not as tolerant of layouts that have lots of disjoint
directories (such as /etc/apache for sysconfdir).
This is a matter that we are addressing and hope to resolve in forthcoming releases.
Some of the issues that you raise are already fixed in CVS (spec. the PID
problem - see bug 7841).
