You need to loadmodule mod_proxy_http, _ftp or _connect depending on the methods
you wish to proxy, in addition to mod_proxy itself (which is only the core.)

The addmodule directive no longer exists, nor is it needed in 2.0.

But this isn't a bug - configuration issues should be directed to the
users mailing lists.
