VM won't boot: can't allocate low memory for domain: Out of memory
Hi All,

I updated my Xen host to Debian buster, and my guests refuse to boot.

OS and Xen versions are:
# lsb_release -a
No LSB modules are available.
Distributor ID: Debian
Description: Debian GNU/Linux 10 (buster)
Release: 10
Codename: buster

Xen 4.11.4-pre

The error reported at guest VM creation is as follows:

xc: error: panic: xc_dom_boot.c:122: xc_dom_boot_mem_init: can't allocate
low memory for domain: Out of memory

libxl: error: libxl_dom.c:737:libxl__build_dom: xc_dom_boot_mem_init
failed: Cannot allocate memory
libxl: error: libxl_create.c:1267:domcreate_rebuild_done: Domain 2:cannot
(re-)build domain: -3


I did my share of googling and found nothing significant, at least not
besides the following configurations I did for earlier Xen versions:
1) This entry in grub.cfg:
multiboot /boot/xen-4.11-amd64.gz placeholder dom0_mem=1024M,max:1024M
${xen_rm_opts}

2) This entry in /etc/default/grub.d/xen.cfg
GRUB_CMDLINE_XEN_DEFAULT="dom0_mem=1024M,max:1024M"

Any suggestions? Checks? I'm out of ideas.

What does xl info -n say?
