I'm willing to help with some scripts/hooks to set it up if needed (though I'm suspicious they already exist xd).

I added a line to my git commit template, and it suffices for me so
far. I'm sure this can be made smoother.

For this to work well, I think it would be useful to document
somewhere how sponsoring organizations should be identified. Things
like "WMF" vs "Wikimedia Foundation", and should departments/teams
also be identified? If departments/teams are going to be included,
should they be free-form ("Wikimedia Foundation Release Engineering")
or more structured ("wmf-releng" or "wmf/tech/releng")?

Ideally we could use something like orcid (used that a lot in my past at CERN to identify authors/institutions):

But yep, some standardization would be good (specially for adoption, though for starters we might be able to do without,
same as author and such).
