Is there a process of application forvisa-rejected applicants from 2017?

What I meant to ask was that: it was announced at Wikimania that "visa-rejected applicants from 2017 are automatically eligible for the 2018 event". Are they (visa-rejected applicants from 2017) required to apply again? through the same process?
