Do you have access (through a web control panel?) to view server error
logs? Since the mw-config page is returning a 500 error code, you would
want to look there.

Could this also be an issue of missing composer packages?

My upgrade to MW 1.35 was heavily dependent upon Composer. Compiling all
was critical. Additionally, though, it required all Extensions to be
properly updated as well. I used mwExtUpgrader which updated most. Also, I
use a lot of pulls from WP so there was heavy Lua dependency. I am on
shared hosting and was capable of doing everything from using Snowflake
(I'm on Ubuntu not Windows). Not sure if any helps, but it took awhile and
has been VERY fulfilling after completion. Final note, the #IRC channel was
AMAZING in helping me out.
