Setting default preferences

I've been trying to figure out where the default user preferences are
but I haven't been able to. For new users or the "not logged in" user,
how can I set the default preferences (for example use underlined links,
etc).

The $wgDefaultUserOptionsEn array in Language.php. Like many things in
Language.php that's the wrong place for it, but that's where it is. :)
