Thanks for following up. Glad you found the source of the confusion and that it
wasn't actually a SA bug.
Because WL/BL entries can occur at both the site-wide and per-user level, it is
not considered a logical error to have an address listed both ways. Allowing
users to to disagree with their providers' choices is the whole point of the
user prefs feature. By choosing a custom score for the WL/BL rules, users can
make their personal choices stronger or weaker than the sitewide ones.
