I've updated DJB's mess822 package to
- comply with /shashpackage installation,
- based on my fehQlibs [https://www.fehcom.de/ipnet/qlibs.html], and
- including some fixes/improvements to parse the mail header due to changes which happened since Dan published version 0.58 of his package (in 1998).

Further, the current leap seconds are considered [https://www.fehcom.de/ipnet/mess822x/leapsecs.txt]
It seems, that unlike the previous years it might be necessary to include a negative leap second ;-)

NTP might fail to consider this, while TAI is able to care about it.
