the "v7 proposal" and "defaults for v7" page need to be updated

this proposal page still assumes the decisions about code without use version having defaults applied to it are final:

this page does the same:

https://github.com/Perl/perl5/wiki/Defaults-for-v7

and is the guiding principle for the work done in this repository: https://github.com/atoomic/perl/issues?q=is%3Aissue+label%3Aobjective+sort%3Aname-desc

both pages need to be updated to at very least reflect that the decisions are still up in the air and that work must be done to find out what of the proposal can in fact be implemented safely

I've adjusted https://github.com/Perl/perl5/wiki/Defaults-for-v7#intro
to make it clear that no decisions are made at this time and this is an
experimental research.
