Yes. I noticed this same issue last month. I spoke with Lumen and it was confirmed that they were blocking UDP/67 through some paths for some reason.

I didn't get any follow-ups from Lumen on it though.

Re: DHCP being dropped by Lumen? [ In reply to ]
Is there any just cause for a wide area carrier like Lumen to pass a network level protocol like DHCP? Cause I can't think of one...

Centralised DHCP server in conjunction with DHCP relay at remote sites.

If I were buying an Internet service, I wouldn't expect my service provider
to arbitarily block some ports (unless it's to protect against an ongoing
network attack, and it was communicated to customers).

DHCP broadcasts should not be forwarded, but a unicasted DHCP request/reply should be passed no differently from any other IP packet.

No, I don’t. I sell an Internet connectivity service to my customers, not a walled garden.

Is this referring to lumen as an ISP or lumen as a l2 circuit provider? I would expect dhcp to work over a l2 private line but not over the internet.

This is referring to Lumen as an ISP, UDP/67 packets are dropped at various points in Lumen’s network. UDP/68 passes just fine.

These aren’t DHCP broadcast packets, just simple unicast dhcp-relay packets.
