Yes looks like we had an issue with HE over PHNX IX that was the root of the issue not the IX itself.

We had several customers and an employee out west that all had issues this morning. It looks like the traffic was getting to HE in LA and then stopping. Traceroutes are now looking better. We suspected HE was having an issue between LA and Denver, but no confirmation of that.
