Bell Canada various outages
At approximately 16:12 UTC-04:00 Bell Canada in at least Ontario has started experiencing outages across different services. We have lost wholesale via both HSA and GAS, ENNI circuits, and noticed a number of resold Fibe FTTx customers are offline. This is not a total outage as only a few customers in that service type seem affected. Additionally, our support team and staff have noticed outages on Bell Mobility, Telus, and other MVNOs on the Bell network across Southeastern Ontario. Transit via AS 577 does not seem to be impacted for us.

No response from Bell support yet to our own tickets, but they are replying with a standardized response on Twitter https://twitter.com/Bell_Support/with_replies

Does not appear to be a DNS problem... yet :)

Based on "istheservicedowncaanda.com" it appears that service is restoring.

ENNI/NNI and wave services in Ottawa were unaffected during that time frame
as far as we could tell,
