Yeah, I just noticed a flap too. My connectivity to my HE BGP tunnel endpoint in NYC was interrupted and my Smokeping monitoring instance was unable to reach my home connection on Bell Canada but I didn't see any other actual interruptions to my v4 connectivity to other destinations.

Yes,
We saw that specifically outbound to YouTube streams (I can't guarantee
what else may have seen it.). We saw it twice in about a 10 minute period.

Looks like GTT backbone problems to me. Especially affecting Time Warner
(Spectrum) circuits. My loss rate graphs to AT&T are swiss cheese:

WAN1 is legacy Time Warner, WAN2 is Frontier Telephone.

It's like this for every route with GTT in the path. Started happening
yesterday.
