Anyone else suffering / seeing periodically reboots of Level3 routers

Saw BGP drop on our Level3 circuit at 15:09:23 EDT earlier today, back up 4 minutes later and solid ever since. This circuit doesn't drop much so was a bit unusual.

Yes. We had one BGP session bounce 6 times between 1:55pm and 3:40pm (CDT),
with no loss of link on the interface.

Another session had no issues.

The IP NOC has advised that multiple devices across multiple markets are
exhausting resources causing the devices to
periodically reboot on their own accord when the resources are
exhausted. Operations Engineering as well as the equipment vendor are
working in cooperation with the IP NOC to investigate further.

Check for tons of traffic coming from Apple. They released a new operating system today and are blasting it out to all the CDNs. Client requests might be overwhelming some networks in the short term.

We lost a wave circuit in the Denver metro area at 1:58:25 PM MDT (-0600 GMT) that is still down hard. We have confirmation it is a broader issue than just this circuit.
