RIPE NCC, however, will facilitate this.
If you as a legacy resource holder in the RIPE NCC service region sign
a contract with a sponsoring LIR they will happily allow creation of
ROAs for your space.
Psst: you can transfer IPv4 to other RIRs if you don't like your
current RIR's charging scheme. ARIN discriminates against IPv6 so
you're stuck with them for those resources, however.
